created a first version which creates initial pages and blocks tables.

create directory for DB migrations with alembic 91ff9a4caf
ran alembic init alembic 500ab56be0
update .gitignore for files under migrations 7c895c8191 
ignore pycache files, etc.
create a first alembic revision to generate blocks and pages tables d76d1afd9d 
point alembic.ini at a local sqlite db for testing
